When a chicken develops ascites it is secondary to some other problem. It can be caused by diseases of the liver/kidneys, heart/circulatory problems, reproductive tract/egg laying problems as well as cancers and other diseases. None of these things are fixable. If she is full of fluid it can be drained which does make them vastly more comfortable, makes it easier to breath and generally improves circulation. But it does not cure whatever the underlying cause is so the fluid eventually returns.
