Sick parakeet

My parakeet Ozzy isn't acting right. We have only had him since Christmas and I'm new to owning caged birds. He was fine earlier today but when I got home from work I noticed he was all puffed up so I got him out of his cage and he wasn't flying all around like he normally does. When I checked his body over his vent had no feathers around it and was dirty. Anyone know what it could be. I don't have the money to take him to a vet so any advice may be helpful.

Ok, you need a heat!!! Heat lamp,not to hot 85 degrees put in a plastic tub, would you have oxegen around? I know most people don't, I am lucky to have this.
is he eating? Or drinking, if so put a little bit of pedilite in his water
The heat box needs to be at 85, but he needs to walk away from the heat if he gets to hot. Cover the box this reduce stress, give him millet
Please check the heat!!!! You need that thing to tell you how hot it is (lol no coffee yet) you can kill him if its to hot.
 
Ummm cheek around for a breeder, they might know. What to do BUT THE BIRD VET IS THE RIGHT AND BEST THING TO DO.
