Sickly Weak Rooster out of ideas...

My 1 year old Serama cock is showing some weird symptoms and I'd love help identify what is going on. I've tried to figure it out and I just don't know what's wrong.
He is very weak, shaky, and his neck is craned sideways. I checked for a bulge or impacted crop or even an access or something on his neck and didn't really find anything. I examined him thoroughly for mites and didn't find any, but he has had mite problems in the past and was treated for them a few months ago. He seems to have a little bit of diarrhea but nothing to concerning or out of the ordinary. He also has a lot of dry skin all over his face for some reason not sure if this is connected or a separate issue.
He is still somewhat active and has an appetite though.
Any help would be greatly appreciated. I really care about this little guy so thank you for all your replies in advance!

The poor guy, he looks quite miserable.
If you have any poultry vitamins I would give him a direct dose, then add to his water. Is he drinking??

I'm wondering if the poor fellow has wry neck..treatment for wry neck is 400IU Vitamin E daily and 1/2 tablet B-Complex.

I don't want to be setting off alarm bells, but I also don't want to not signpost you.

Have you had any birds suddenly die in your flock? Or any signs of possible Marek's?

If noone else happens by here anytime soon I would go ahead and treat for wry neck. Also give him a little egg to help absorb the vit E.
 
Okay thanks for the ideas. We had one pullet die from unknown causes a few months ago but none since then. I will try the vitamins and see if the help, yes I think he is still drinking. Hoping it is not that disease on the link but I will keep my eyes open. He was living in a pen with another hen and she is showing none of these symptoms so I am thinking that it might not be a contagious disease.
