Calcium might be the reason.
I looked at your picture and it seems the quails are trying to squeeze through the net on the other side and that corner.
When my quails do that, I have learned it may be a sign of lacking calcium, because once I put in a dish of crushed oyster shells, they will go crazy towards it. Then once they have their share, they will calm down. From the quails behavior, I am just guessing you might need to supplement them with some calcium.

OH! lol! No...it's because my dad was feeding in the background and they were going crazy psycho for the feed. But, I will get some calcium in there. We've got plenty left over from the chickens.

had the same problem then someone on here told me that his/her would not lay and he/her told the quails is they did not t\\lay they would become meals. so i told mine that i gave her 2 weeks to lay and in 3 days it gave me my first egg! NOT KIDDING TRUE STORY!

I think I've worked out why mine aren't laying...they are molting...initially I just thought the over-vigorous male was plucking feathers out of the females (some were a bit bald) - but I've looked carefully in their pen and there are literally feathers everywhere...and there are quill feathers coming through some of them - not all are losing feathers from their head, there are some I noticed are balding on the sides underneath their wings...and new feathers are coming through...so guess I'll be waiting a while more for eggs...
