Calcium might be the reason.
I looked at your picture and it seems the quails are trying to squeeze through the net on the other side and that corner.
When my quails do that, I have learned it may be a sign of lacking calcium, because once I put in a dish of crushed oyster shells, they will go crazy towards it. Then once they have their share, they will calm down. From the quails behavior, I am just guessing you might need to supplement them with some calcium.
