Silkie being picked on

My friend has a silkie that keeps getting picked on even by another silkie. Is there something she can do to stop it? It’s been on going. She’s separated the bully hens and when putting them back they continue to pick on the one silkie. She’s checked her over and she’s not sick. She has a 4x8 coop with 7 hens and will be adding 4 more.

Might already be tight quarters...adding more is asking for trouble.
