Silkie Hatching, Pipping Question?

My first silkie egg pipped and was out of the egg within 2-3 hours. When it first pipped, the egg was moving around, and he was chirping.
Now for my question, my second egg has pipped, I haven't seen any movement or hear in chirping. How long should I wait until I should assistance?
Maybe 12 hours? I don't want to wait too long or help to early.

Temp around 99 and humidity @ 70%

On a side note, I had to move egg to a different incubator to hatch out. Long story short. I had 5 eggs that I mixed with early stages. (My mistake)
I move them into another incubator to hatch out. First one has done great, this is the second one due.

Any advice from my fellow experienced hatchers would be awesome.

Don't assist yet. I just had an egg hatch that I wasn't sure about after it pipped. It had pipped, but it wasn't making a move to start zipping around the egg shell. It wasn't until around a whole day that it came on out! So just be patient, some hatchers take a little longer.😊
 
Hi - also when to assist...
I have 4 Silkie chicks hatch overnight but 2 more have not pipped after 24 hours, I have made safety holes and can see one's beak out the membrane - it's internally pipped but the other chick seems upside down. They are eggs from a different mum and the shell seems harder. I have successfully delivered one internally pipped before, but can I do anything for the upside down one?
