He looks like a Cockerel.
Roosters have bigger combs and wattles, like this:

Whilst Hens have smaller combs and wattles:
Boys also often have streamers:

Hens can sometimes end up with streamers like the second photo, but most of the time it is restricted to boys.
Girls normally have rounder heads then boys (in terms of fluff makes their heads look round):
Sometimes people use posture to tell to. Boys stick their chests out and stand in a more U shape, while girls are more like a line. I personally find this method untrustworthy, you can end up with hens that have a U shaped stance, or a male with a Line stance.
With Silkies you never truly know until the lay or crow. As someone once said “he was a cockerel, until he laid an egg”.
