It most likely is a cockerel, with that much comb development at tis age, and if there is any different coloring.

The other one has a small flat comb no color. Can i assume i have a pullet and a cockerel

Well, not really. This one just happens to be an early developing cockerel. The other one could be a cockerel, or it could be a pullet. You will just need to wait and post pics of the whole body, crest, and comb with crest pulled back at 12 weeks.
