I don't think so. That's how almost all the ones I hatched looked, and I had no frizzled.

So, I have 3 white hens 2 black roosters and 1white rooster that was supposed to be a hen, what should I expect in color when they breed?

If u breed the white hens with both of those roosters couldn't they be splash silkies then

White and white will produce white. White with any other color is very unpredictable, since white is a "masking" gene and is covering up the bird's true coloration.

If u breed the white hens with both of those roosters couldn't they be splash silkies then

The Splash (blue) gene is unrelated to either white or black other than that it modifies black. Neither black X white or white X white would produce Splash; Splash can only come from Splash X Blue, Blue X Blue, and Splash X Blue breedings.
