Yeah, I really thing so too Robin, the more I look. I think I spy some wattles starting, and it looks like the comb is starting to fill out. Could be wrong, the head is small in the picture.... also the backward general direction of the crest.
 
I'm going to say blue partrige? I'm no pro on the subject of Silkie colors but that is my guess. Now lets the pros chime in and i'll see if i'm right or wrong.
 
At what age do silkie chicks become fully feathered and at what age can they safely go into the coop? Our winters can be cold. I live in PA.
