I would make your work around plan the main plan, eggs transported that way would be safer than international shipping I would think. I realize that would be more hassle to coordinate and still involved shipped eggs (unless there was a campine breeder local to your sister) but I'd imagine delays and time and conditions in overseas shipping would be prohibitive and involve a lot more places where things could go wrong.
