Is it normal for a silkie to have a single comb?

Absolutely NOT. Sometimes the poor quality of hatchery chicks will have single comb but it is extremely undesirable and can not be shown.
Hope you don't have any!!!

They pop up from time to time, I have only seen 1 so fair with my breedings. I would never breed from a single comb silkie.
