sitting but no egg

New chicken mama problem. I have a 20 week old EE hen that has been laying for a few weeks now. For the past week, she has been sitting in the nest box for over an hour, but does not lay. Later in the day, she spends hours going in an out of the coop, but does not get back on the nest. I have changed nothing, nest box, coop, feed, water and run is still the same. Any idea what her problem is?
 
Some will do that. I assume they thing it feels like an egg is coming, but it's only the sensation of eggs being formed, or ovums being released. It can take some a while to know when to sit in the box and when not to. At least she's going to the box. Some will just drop them wherever those first few weeks or months.

Have you checked her vent and belly?
Might be good to have a look.
Do you have other birds, laying or not....does she get picked on at all?
What all and how exactly are you feeding?
