Size of coop vs. number of chickens?

my coop is 14 x 16 x 8 ft tall and has 15 layers and 4 bantams, according to Animal Control 2 weeks ago it isnt large enough to house ALL those birds.
I very politely told her to get a freakin life and go do her home work. I can nearly fit my GMC seirra in that coop
