Skin problem

Does anyone know what this is on my roo's skin? If so how do I treat this. I have tried to post a photo with no success. At the base of each feather is a red spot. He looks like he has the measles. I did see some white stuff mated in his feathers

could it be lice? I believe I saw pics on here and looked like what you said.
search for lice pic.....
I hope I never see them
