Slow feathered chick

I'm a new chicken owner and I bought my chick's from tractor supply. My light Brahman were bought the same day and one appears to be almost double in size and all feathered.. the other is def a runt and seems to be having issues feathering out.. hard to believe they are the same age at 4 1/2 weeks old

If the chick is normal, then you can keep it, unless you do not want a tinier chick. Eventually, it will mature, but will be smaller for the rest of its life. For now, if you want to keep it, enjoy the runt while it still has its fluff (because the others don't)!
 
When I had a chick in a similar situation is was recommended to give some nutri-drench and feed some scrambled egg for extra protein.
