slow feathering

I have 2 slow feathering chicks, out of 12 new babies. They are 7 weeks old and are supposed to be females. ( I read that cockerels may feather more slowly.) I am wondering if segregating them and giving them some extra tlc will help them along. I read another thread where the general concensus was that it is very normal, but can it help them to be babied a little longer?? ...their own food in case they are being bullied and maybe keep a lamp on them at night?? Any suggestions?
 
Mine are 9 weeks, and Fluffy (profile pic) is the only to not be feathered out. I am fairly certain she's a she. She's the smallest but she's also the biggest bully. I don't know if that helps or not, but I am thinking it doesn't have to do with eating and bullying.
