Sluggish Chicken, White Spots Comb

Greetings all...

My parents have a Rhode island red who seems to be getting more sluggish than the birds her age. She is roughly three years of age. I have noticed her comb at the top of her head begin to flop over and have white spots on it. Additionally, egg binding has been a recurring problem in the flock, where shells will be very thin and break within the birds. However, she doesn't seem to be egg bound as she is still eating and drinking, and pecks around occasionally. She also can move pretty quick on approach, so much so that I probably couldn't catch her. In addition to her laying down all the time and the spots on the comb, she stands on one foot a lot. I'm not sure if anything is wrong, yet I have seen the last Rhode island red slow down this way, which we had to euthanize. Has anyone here seen their birds act this way, or know of any common problems that might be associated with this behavior? I am not permitted to take the bird to the vet, so I'm trying to figure out what's going on the best I can. Thanks in advance for any pointers!
 
I'm curious about the recurring egg binding throughout the flock. Do you provide crushed oyster shell available at all times for the birds to free-feed on whenever they want it?

Yes, we do provide crushed oyster shells. We also add apple cider vinegar to their water. However, it seems many of their shells are still quite thin. Usually if an incident occurs, the egg will break inside a hen and we'll have to get it out. I haven't seen any signs of this happening currently, however. It could also be that the oyster shells aren't ground fine enough.

The Rhode Island Red is showing sluggishness, however the dark chicken below behaves normally. It still seems to be going as it was before with Blanca's behavior, and I've noticed she seems to be puffier than the other chickens her size.
