Small 4 week old chick

Hi,
I have 6 chicks that are 4 weeks old and different breeds. The smallest weighs 2.8 OZ the next larger one is 5.6OZ and the largest is over 10 OZs. The little one chirps a lot but eats and sleeps fine. She doesn’t seem to be cold. She is a New Hampshire Red or Buff Rock. I can’t remember. The little one is in the upper right hand corner and the biggest is upper left hand. Should I be concerned? Can she be sick or just slow growing?
 
If the chick was sick, he/she would be more lethargic. I don't believe size really has anything to do with it either. It really could be anything, is she too hot, too cold? Those are some of the reasons mine are loud too.

she has been loud since day one. I take them out in the yard for a an hour or 2 a day. she is queit when out side. Maybe she hate the heat lamp. I'm mostly conserned about her small size.
