Dutch WERE the smallest, until serama were ABA recognised a few months ago. I don't recall their weight, but they don;t do the class A, class b, class c thing anymore.
 
Seramas have the smallest standard, but you will find undersized bantams of other breeds, especially at shows. Many modern games Old English games, Sebrights, etc., are 12-14 oz, even though their standard calls for a much bigger bird. I haven't seen them DQ'ed for being underweight, but I have heard breeders complain that their birds don't do well at shows when they breed for the standard size.
