Snowy call duck soon to be mama... maybe!?!?! Help!

Okay so my momma Snowy Call has been sitting on eggs for about a month now and I am starting to think that her eggs are rotten. I was wondering if it would be smart to buy some baby Snowy's from someone ( I found someone who has some for sale) and take her eggs away and see if she would care for these ducklings? How would this go? I bought her from and auction so i dont know if she is a first time mom or not but she has been off of these eggs ALOT! Help! What should I do?
I can care for these ducklings if she doesnt take them but I dont want her to kill them!
 
duck eggs take 28 days i believe. have you candled the eggs at all to see if they were developing or are the eggs stinky?
 
Candling does sound like a good idea...I just use a rolled-up piece of newspaper around a flashlight, and push the light right against the eggs.

Do you think that if they aren't fertilized (no ducklings growing since she has been sitting for a while, and I didnt even notic the extra ones until now) I should by as many ducklings as there are eggs left and see if I replace them if she will take them?
