I saw these today and

they are colorful just what I'm looking for and they are a bantam size which is even better. And do these need a permit like the flying mallard?
 
No permits required, technically no permit is required for the greys either. The permit is required to possess wild waterfowl. If you were trapping them from a "the wild" that would be a different matter. You sometimes see a "snowy" or a white in the wild, but they are often the product of domestics that have escaped.
 
I have 5 snowy hens and 2 snowy drakes. I just love them. They are my favorites of all my ducks. Hope to hatch some this spring.
