So confused! Are eggs viable or not?? Help

Today is day 28, of course it would seem that the eggs aren't going to hatch but I was just curious to see if they even developed so I did the float test in 100 degree Fahrenheit water. All five of the eggs that did not hatch floated low in the water in the way that described them as still viable.... I can't imagine they are viable... its a week past hatch. Is this not accurate? Did they all die like a day before hatch? Thanks.
