I have chickens foe forst time and they are all 18 weeksa old as if monday only one of them is laying and all there combs are red and the exact same is this normal?

It's very normal. Most don't start laying until about 20 to 25 weeks. Some start earlier, some start later. Even if they are the same breed, age, and raised under the same conditions; they don't all reach maturity at the same time. Like people, each one is an individual.

I have 14 pullets. Only 2 are laying at 19 1/2 weeks. The 2 who are laying are sex links, so just be patient! It is soooo exciting to get your 1st egg
