I agree it looks like a mixed breed cockerel.
the red color around the neck is common when you cross a black bird with a red bird. As he ages, he'll likely get more red, usually referred to as leakage. It will appear on his neck, wings and probably his long pretty feathers that will drape down in front of his tail (saddle feathers).
If your seller sold him as a pullet, and you paid for a pullet, call the seller and have him make it right.
