When I was growing up there was a pack of dogs which were roaming around chasing and killing livestock. Since our family lived in that area for a couple of generations my father knew most everyone for miles around.
He called around to several of the neighbors asking questions and found out that many of the neighbors were scared of the dogs and would not let their kids out. It was generally agreed to chain up all pets and kill any roaming packs of dogs found.
The pack of dogs did come to our house and attacked our dogs. My father and I took our guns and killed two of them.
Other neighbors killed several others.
I would bet that if your livestock was being chased, other people with livestock might either have the same problem or be concerned. An organized group of concerned people sure carries a lot more weight than one.
