You know the sound I'm talking about, the loud frog-strangling call the males do. I just saw a quail I thought to be female make this noise. It is a tibetan, so I can't sex it by the colors. It wasn't as clear a call as my confirmed roo, but this mystery quail is a tiny bit younger. I grabbed it and tried to vent sex it, and there was no foam or "bulge" like my roo has. What in the world is going on here?

I haven't heard any of my jumbo coturnix hens crow, but I noticed one of them recently emitting a cry just like a seagull. She started laying eggs since though I'm not sure if its related as I just started breeding/hatching quail.

Hens can chirp like cricket and roosters can crow. These are the only sounds they make. If it sounds like a cricket its a girl if it sounds like a drunk miniature turkey it's a boy.

Well crap, It would seem I have another juvenile male then. Will he be ok with the other male and three females if he isn't mature yet? Should I just watch for aggression, or separate him now?

He will be ok in there right up to the point that he isn't

. They get aggressive all at once so just keep an eye open. You'll see damaged feathers and odd behavior. However if either one causes the other to bleed they'll all just kill the bleeder. In the wild they don't wait to see if the others will heal, they kill any bird that might be a waste of food. My suggestion would be to just get him out now. and eat him or find a him a new home. Coturnix can make fun pets for people who have the time and energy for that sort of thing, or they make great table fare.
