I want to make them a low shelter, figure to put straw in it it, their coop door is open all the time, they choose not to use it

Ducks don't care. If it's wet it's splash time.
I had a deep enough bit of water last year in my coop and they were more than happy to sleep while floating.

My goofs are in the creek all day when its -20 out cold doesn’t bother them,i make sure there house is warm with lots of hay
