It could be. In fact it could very likely be a real Ameraucana, telling by the described leg color.
Easter Eggers on the other hand cannot be "pet quality" Ameraucanas because in most cases they simply are not even related to the full. That is like complaining why Araucanas cannot be tail-less, pet quality Ameraucanas. Sure, they have similarities and may be related many many decades ago, but you must consider leg color, body type, plumage color, breeding goals, etc.
A pet quality Ameraucana would be one simply of poor quality. Like my Blue Wheatens for example. . . An Easter Egger on the other hand may look like an Ameraucana to the untrained eye and may lay colored eggs like one too, but it in most cases has different color of skin, legs, plumage color, and sometimes is missing the muffs/beard, pea comb, similar body type, etc. A lot of Easter Eggers are mutts. That's different from being a pet quality of a purebred breed.
