Could I soak mixed corn & wild bird seed over night 12 hours drain & feed my birds as this is
only soaked seed & not fermented
what are the benefits

They'll be easier for the gizzard to grind up, but not sure about any benefits beyond that. If you drained them and let them sprout before feeding, that process unlocks quite a few extra nutrients.

If I drain them & let them sprout should i run them under water to clean once sprouted

You shouldn't need to. Keep an eye put for mold though. It's a common problem with growing fodder, but not always if you're just sprouting.
