Soft egg and shell-less egg in run

So I'm sitting in the run visiting with my chickens and I notice one of the girls picking at something that looks wet. I go over and there is an empty soft shell on the ground. Then I noice a yolk on the other side of the run. I think it's my barred rock my favorite hen. She now looks like she might be straining a bit. I should mention that all my hens are young between 19-26 weeks. She is definitely straining? What should I do? Should I post in emergency? I'm new to chickens if you can't already tell. Thanks

There is what appears to be the white part of egg coming out. She is straining. Could she have the shell stuck in there. This soft shell is what I found

Is this a prolapsed vent? She is acting more normal now but she has this fleshy part hanging out. Look like a rubber band. Graphic pic
