solution for using chicken nipple waters for quail needed

I put chicken nipple waters in my rabbit water system for the quails. But when the quails use them they are unable to catch all the water that comes out. Has any one been able to come up with a solution for this?
the excess water is making the waste under the cages not be able to dry out and is getting smelly. And I can see it causing problems in the long run with rusting wire cages.
 
I'm New To Raising Quail,But This Us The Route I Took For Their Water System And Have Had No Issues With The Nipples. My Holding Tank Is An eight Gallon bucket With A Screw On Lid, So There Isn't Much PressureAt The End Of The Line.
 
Mine isn't pressurized either, It's just a 4 gallon bucket, washing machine hose to pvc pipe , nipples straight into the pvc.
We soled some of the problem by putting a second ball bearing inside the nipple.
we are thinking we may put rain gutters under the pipe to catch the water and collect it in a bucket..
