-- Yeah, caulking between siding boards will not prevent any drafts. I wonder if it's meant to prevent rain getting back there and rotting things (since it sounds like one of those situations where there is plenty of room for rain to sneak in but not enough for the wood to dry very fast afterwards)... dunno. Although caulking between them will make the problem *worse* unless you are 100% successful in keeping moisture out from back there.

Raised floor decking is easier to predatorproof than a dirt floor and pretty sure not to flood. OTOH a raised floor is more work and usually more expense to build. Depends on how the tradeoff works for your particular circumstances, both are good options in some circumstances.
