Some of my flock has fuzzy back feathers and not sure if it is molting chickens picking on each other?

Half of my girls seem to have scruffy back feathers just at the base of their back near their tails. All other chickens seem fine. We have checked for mites and lice and no sign of either. Any guesses on what might be happening? They do have a rooster, he is a smaller guy, and most of them are uninterested in him.

Some bird/birds in the flock are feather pecking/plucking. Most likely the birds that are in perfect feather condition.
 
That is from your rooster hopping on their back and "doing his thing"
