Some of our chickens are loosing their toes!!!

Last year some of our chickens lost their toenails and some of the scales on their legs. We asked about it on this site and leg mites were suggested to be the problem. We coated their legs and feet with Vaseline a couple of times and even vicks once. It seemed to take care of the problem. About few weeks after this application, one of our ISA Browns started loosing her toes. They withered up and fell off. One leg is a stump and the other has lost one toe. She still lays and gets around fine. She doesn't seem distressed, but she does favor that leg. We kept her in her own box with a heat lamp in it all winter. In March, we found out our Rhode Island Red has the same problem only she's lost only part of a couple of toes (up to the first knuckle). It looks like she will eventually loose all the tips of her toes up to the first knuckle. They are all withered up and turning black. Does anyone know what would cause this?!? We have a coop with one heat lamp in it and bedding. There are a couple of roosts in it. We live in the Upper Peninsula of Michigan and have been hit hard with sub zero temps this winter. We are not sure if it is frost bite, mites or something else. Any help would be greatly appreciated.
