Can someone please tell me what is wrong with my roosters comb and how to treat it. He has a yellow looking scab all over it looks kind of like dry skin or acne.

Could be favus, a fungal infection of the comb and face. You treat it with stuff like Lotrimin or other anti-fungal cream/ointment. And the skin that flakes off can pass the fungus to others so you can get an old toothbrush and after it is moistened up, gently try to remove that. I'm not 100% sure that's the issue, but it seems it could be. I had a rooster with it once (bought him that way).

You could use some veg oil and scrub it gently with the toothbrush. Some folks add a drop of tea tree oil (just a drop! Too aromatic to put more, but it's anti fungal) to that veg oil.
