Someone turned me in to Animal Control

I am so sorry. Same thing happened to me. I ended up making my little guy a house rooster until we moved to a rooster-friendly area. That appeased the laws where I lived at the time (Sacramento County). As long as he was inside, he was allowed to remain. To get him exercise, I would take him to a nearby park. We took him on a leash, but I had considered one of those pop up play pen things.
Aunt Angus: Depending on where you live in Sacramento County, Incorporated and Unincorporated cities have differing ordinances. Within each of the unincorporated cities such as Folsom, Citrus Heights or Rancho Cordova, there are zoning laws that cover those their own specific urban and rural areas. If you live in the City of Sacramento, for instance, you are only allowed to have 2 hens and no roosters. If you live in Rancho Cordova, Gold River and Soil Born Farms fall under different zoning laws.

"Chickens for personal use are allowed on parcels greater than 10,000 square feet in all zones, except in multifamily and RM-2 zoning districts unless developed as a duplex or halfplex."

If you are confused by all of this, look up the chicken laws that govern your part of Sacramento County.

I'm not confused. I lived in unincorporated Sac County - not in a city/town (all cities are incorporated by definition). Citrus Heights and Rancho are incorporated cities now. Soil Born Farms is a community farm, so not incorporated, but no one actually lives there. Where I was, you could have 6 hens, but no roosters. I had almost an acre, so I was good. Just no roosters.

I have since moved. Like most 2 years ago. I live in unincorporated Nevada County. I have over 3 acres, and I can have as many chickens and roosters as my little heart desires because my property is zoned ag.

I was only telling folks about my adventure with my house rooster to give an example of ways to deal with these situations. The Sac County official I was working with on this told me I could have as many house roosters as I could tolerate because those ordinances only applied to backyards. I am pretty good at research and reading ordinances. 😊

There's no such thing as registering an ESA. You may find sites online that will send you a certificate or something if you pay them, but that's a scam. There's no registry for ESAs. For an animal to be an ESA, you need to get a note from a doctor or psychiatrist saying that animal helps you in some way, usually for things like anxiety or depression.

As far as if you could keep him if he was an ESA, they are protected by the FHA:

"Although emotional support animals do not have the same access rights as service dogs under ADA, they are protected under the Fair Housing Act (FHA). If you meet the criteria for ESA qualification under the FHA, you are entitled to live with your emotional support animal free of charge and deposits, even if your building doesn’t allow pets. The FHA also prevents housing providers from imposing breed and weight restrictions on your ESA. Many state laws mostly mirror the FHA, which provides additional protection against discrimination for ESA owners. Housing providers are required to provide reasonable accommodations for ESA owners so they can have equal opportunity to use and enjoy their residence."

I don't, however, know if that would help in your situation. This seems more geared toward a renting situation. I don't know if this would circumvent town laws.
I got an ESA for my little dog Sammy. Where I now live there is a two pet limit. I have two dogs and one cat and giving one of them up was simply not an option as far as I was concerned. However, ESA animals are not considered pets so once Sammy was certified I was within the two pet limit. I went on line and found a site that offered ESA certification or whatever you want to call it. I did pay a fee and I filled out some forms. On one of the forms I had to explain why I needed an ESA. I got back a paper signed by a psychologist or some professional certifying that I needed an ESA. Also got one certificate saying it was legal for me to have Sammy with me on an airplane and another that I had to give to the landlord so that Sammy could live with me. Scam or not, I got what I needed. I got Sammy certified as an ESA and me certified as needing one. My sister couldn't stop laughing. She said she thought I was certifiable for years and now here was the proof in black and white.
