Not uncommon for a gobbler not to have a snood. Some are amputated by brooder mates from picking early on, some injure them and they shrivel up and fall off and then as in your birds, broad-breasted whites, they come from the hatchery already without them. Some hatcheries remove them from the birds on day one. Snoods are very prone to injury from fighting when the gobblers get some age, and the injury can become infected.
 
One of our BR females has no snood. As babies, everyone had one, so I assume someone (hmmmm?) bit it off in one of the little pecking matches her broodermates enjoyed. Bet the same thing happened with yours.
 
I don't think it came from the hatchery that way as everyone else (out of 17) has one and I don't find a scar where it should be. Just a little different then the rest. Even without the snood he seems to be the dominant tom.
