We have 17 hens in a 2 story coop4x4
with an attched 6x12 long run.
Will this be enough for them in the winter months.
6 nest boxes on the second floor.
they have not begin to lay as yet. nest box are double stacked
on wood foor.

Well, the standards suggestion is 4sq/ft indoor space per bird or you can lead to feather plucking/cannabilism. I do 2sq/ft successfully but my bird have a covered run so they spend EVERY day year round outside. Your doing app. 1-2sq/ft per bird, depending on how you count your second story.

I would watch them closely. What kid of run will be available to them in the winter? What are your winters like? If they seem happy and there is no feather picking and you can keep up on the cleaning and sanitation, I would say its okay.
 
That seems cramped. Depending on the size and breed I think you should have 2-4 square feet per bird. So a 4x4 with 2 floors might be OK for 8-16 chickens.
