I'm glad you posted as well.

Have you checked farther up the hen's leg to see if there is anything in the thigh (?) area that could show a sign, maybe a bug bite/sting up under the feathers?

Very interesting, indeed. I wouldn't think it was infected, because it's not gotten any bigger, correct? And, she's still got an appetite and is drinking well and getting around, correct? The only thing that hasn't yet been mentioned is that it's possible she stepped on something that's been driven up into or just under the skin of the leg and is causing this swelling; a staple, nail, or even a thorn from a flower bush? however, if that were the case, I'd think it would be infected by now. VERY odd.

Maybe it's Scaly Leg Mites

Raised scales on shanks and feet. Legs thicken and crust over. Can attack combs and wattles.
