I have an awesome splash Brahma rooster a few splash hens and some blue partridge hens. My question is can my splash rooster with blue partridge hens make blue partridge?

A splash rooster with blue partridge wouldn't give you blue partridge.
The rooster would be extended black where the hens were partridge so you'd get mixed pattern offspring.
Your rooster isn't pure splash he has a ton of leakage so quite possible he is actually extended black/partridge. I'd try it and see. I'd bet you'd get more like him and some that are pure partridge. Of course you'd get splash and some blue.
