Splash Color Question

Hello,

I'm in the process of building up a Silverudd's blue flock. I was hoping to get with a blue roo out of the chicks I purchased from two different breeders. Unfortunately, so far, only two are showing up to be roosters at 6 weeks (still young so maybe one of the blue chicks will join the rooster side, too) and both are splash.

My question is regarding one of the cockerel chicks. He's 7 weeks old and completely white, no splash markings at all:

My other splash chick showed splash as soon as he started getting feathers. This one has no black or tinted feathers at all. Will he get them when he has his juvenile moult? Or is he possibly recessive white?

I'd lean more towards being white. But I don't know if it's possible to get 'white' splash. All of mine are more of a dusky base color
 
Thank you for the response! I'm wondering if I should even consider using him in my breeding program if he is recessive white. White isn't an accepted color for Silverudd's blue, but it would be fun to work with. My other splash chick is like you described, more of a grey base with black feathers throughout. This one is snow white.

I'm going to test any cockerels for the blue egg gene to ensure they're homozygous for it, so I guess that would be one way to help me decide whether or not to send him on his way.
