Splayed leg chick

So, my chick has splayed leg on one leg, I tried the advice of hobbling the legs, but the new problem is it literally can't move and keeps it's legs 100% straight, resulting in its being stuck on its belly. Did I do something wrong? Is that normal and I just need to let if figure out how to stand?
 
I put the chick in a padded (w/ cotton balls) cup (like a tea cup) (a cut down to the right height plastic cup would work too) and scotch tape them into the cup in a standing position using the cotton balls so the tape doesn't stick to them but keeps them upright standing in the cup. Usually that builds enough strength and muscle memory they can manage after the first day or night. I forgot to say I keep them hobbled too
 
It does take the poor things a bit of time to get used to being hobbled and it will need some extra mothering. Splayed legs are usually resolved within 24 hours with quail so it won't take long for it to get better.
