I think, with a well insulated cabinet, used indoors, 125W would be fine when using proportional heating. Too big a heater can produce localised heating that is too high, too small will struggle to cope.

125W would be my starting point, very easy to add another.

Very cheap heaters can be sourced from flea markets. They are in all sorts of small appliances from heated hair curlers to waffle irons (too big usually, but check)
 
Havent gotten around to build it yet but the plans says you can use the old parts off from your Hovabator.

Size what I can see from the drawings are:

Top and bottom boards: 15 3/4 inches x 15 34 inches
Sides: 17 and half inches by 16 3.4 inches
Back board: 15 3/4 inches by 17 1/2 inches
Door: 17 1/2 in x 17 1/2 inches
