Spur development

At what age will a rooster's spurs really start to develop? My chickens all have the "bump" but one chicken has bumps beginning to get larger so I think for certain this will be a rooster.

It's the very last gender indicater to develop. My 1 year old only has 1/4 long spurs they didn't start to really grow until he was about 8 months old. I wouldn't go by spurs to tell gender at any age as females can develop spurs too.
