Do all roosters have spurs and if so about what age do they start to develop also how old before they start crowing or reacting to other birds crowing

Yes, all roosters have spurs. Some hens have a spur bump, but it never develops into a full blown spur.
The age at which a rooster crows, depends alot on the individual. I've read of chicks less than a week old crowing. My one roo started crowing at 10 weeks, my other at 15 weeks. Both the same breed. Same goes for spurs. My one roo had 1 inch long spurs at 8 months. My other roo is now 11 months old and his are only 3/4" of an inch long.
 
Hens can have spurs too. And some can even crow. But not all hens with spurs crow.
