stagnant water and freezing weather

I own one of the generic type waterers which seems to be prone to its water becoming stagnant, I am wondering if installing a fish tank circulator would help out with this problem? Also being in the northeast how would insulating a garden hose with pipe insulation, running it to a pvc bucket rigged with toilet bowl hardware phase out? I am also considering a pvc bucket with a nipple waterer with a fish tank heater along with a circluator. Anything to avoid the stagnant, filthy, frozen water problem I am facing!
