Still confused- is OE a roo or pullet?

I posted pics on this Olive Egger before and they said it was a pullet based on small comb. I wanna believe she's a girl, but I see roo features too, so I'm totally confused. He was the biggest (though now I learned OE are usually bigger), very slow to feather, he fights with the other roo and neck feathers go up (though I read hens did that too). He just looks masculine to me. Neck feathers seem to hang down. I know his comb is small but it is pinkish red. Could he be a just a late bloomer roo? He is 9-10 weeks old. Here's pics from today. Help! I'm going crazy figuring it out. I'm rehoming my other roo this weekend, so if this is one too, he can get rehomed asap. Thank u!

That is a very slow developing chick. I'm going to guess it's a cockerel, but it could still be a pullet. Probably need to wait a few more weeks to be sure.
Are you absolutely certain of the age?

Yes, he was only a few days old (1 week the most) when I got him/her from breeder- just a tiny yellow fuzzball. He grew fast, but didn't get feathers in until almost a month! Here's a 6 wk pic

. No kidding on the slow developer! That's why I'm thinking he's just a late bloomer roo lol! I guess it's best to wait for more clues. Thank u!
