Still worried about air cells!

hi, I posted on here yesterday because the air cells of my duck eggs were still tiny at day 22. It’s day 23 now and I have had a dry incubator and have taken the eggs out and misted them twice a day to hopefully draw moisture out of the shell.
My question today is if the air cells don’t get big enough by hatching then can I still save them? Maybe watch out for them internally pipping and maybe make a safety hole in the shell as soon as I see it?
Will adding rice to the incubator help? Some people say it works.

You can place them slanted upright in an egg carton if the air cells are too small. There is still a chance that the air cell will enlarge. I’ve also had eggs with small air cells hatch out fine.

How does that work? Would it hurt the duckling if once they internally piped I put a safety hole in the shell?
