I have a 3 week old CCX who has hardly grown at all. I've had him since day 2, he looks less than a week old.

He's lethargic. Stands still or lays down, eats and drinks just enough to stay alive. Peeps almost nonstop. No symptoms in the other 40 birds.

He's isolated indoors, temperate, access to crumbles and wet feed, I keep trying with egg yolk too. He has water with electrolytes and nutri drench. I used straight ND as a drench as well, it didn't do anything. Poops are small and normal.

Any idea what is happening, and what to do about it? I don't know if he's suffering and should be culled, or if it's fixable, because I don't know what this is.

It sounds as though he is failure to thrive which is possibly due to some organ problem or inability to absorb nutrients. If he is that old and he has not grown at all, I doubt if you can do much more. Coccidiosis can be a problem with chicks mostly between 3-6 weeks. Are his poops runny with mucus or blood? I would probably consider culling him.

Not runny, pretty sparse because of how little he's eating, but normal otherwise. Probably right about culling. I just feel bad cause he clearly has some fight in him

I am always in favor of giving every one a chance to make it. It won’t hurt as long as he is fighting. Try mixing some feed with a bit of water and cooked egg. Canned cat food can be alternated. Probiotics in plain yogurt or buttermilk might help him. Let us know if he makes it, and good luck.
